Conditions under which a problem could occur:
The FSM values of tanks in spilling mode were being reported for the surface
at the nominal load setting rather than for the surface at the spill point.
Discussion:
This bug affects only the free surface moment, not the actual free surface.
Therefore the volume properties of the tank are correct, and righting-arm
calculations are correct (unless RA /FSM is being used, which would not
make sense with spilling tanks present).
Workaround:
Before getting a report where the free surface is shown, the load
level in a spilling condition can be captured, then the tank converted
to intact:
LOAD *
TYPE INTACT
It should then be reestablished to spill.
LOAD 1
TYPE SPILL
